Pretty sure custom orders aren't returnable unless there's a defect in printing or something. It's standard for most places that do custom work.

For step and repeat, I'd lean towards Backdrop Source. I've used both and the fabric quality and print detail from BS seemed a step up for event specific stuff like that.

Vistaprint is fine for basic stuff but if you want really professional-looking event banners, Backdrop Source feels more specialized for that. Their material options are better too.
